Protecting Texas Children Issues Statement on Legislation to Support Detransitioners and Ensure Accountability for Medical Abusers

April 14, 2025

This session, the Texas Legislature has a critical opportunity to pass long-overdue reforms that would offer real hope to the detransitioner community—providing them a path to hold medical professionals accountable for harm caused during their youth.

House Bill 1088 by State Representative Shelby Slawson proposes to extend the statute of limitations for health care liability claims involving certain gender-modifying drugs and procedures performed on minors. Protecting Texas Children recognizes this legislation is an essential and meaningful step toward ensuring detransitioners can pursue and achieve justice in the courts after being subjected to life-altering medical interventions as children.

However, PTC is deeply concerned about House Bill 4806 and Senate Bill 30 which, as currently written, create sweeping legal protections for providers of pediatric gender medicine. These bills would severely restrict the ability of detransitioners to seek redress and accountability to those who have cause them severe, and in some cases irreversible harm.

We urge lawmakers to carefully consider the implications of these proposals. While legal reform has its place, it must not come at the cost of silencing victims or shielding medical practitioners from legitimate scrutiny and punishment. Detransitioners deserve a fair chance to be heard and to pursue justice, especially from the medical professionals who abused them when they were most vulnerable.
